In plain terms, this means that there has been no injunction issued by any authority that prevents Venture from starting production right now, if they so desired. Reading between the lines, however, it means that management did not want to be mining in the context of recent/current IO and $AU levels, and are waiting for an improvement before they tap into the DSO resource (once it's gone, it's gone!).

A good view into the minds of management can be found in the options issued...they show that management expect the market price to be north of .50 after mining at Riley Creek begins, and north of .55 once they announce that Mt. Lindsay will go into production. I have a feeling those options are going to be exercised.
