It’s already a no. Now ministers have no say of the project approval and it is the say of the independent panel. Note that local iwi representative sits with the panel so there’s not much hope.
Also the regional government clearly opposes it and has been for two years. I was hoping the regional plan would shed some saving grace but unfortunately it turns out to be the opposite
