Don't think that is how it will work.
The BAPE process identifies community or industry concerns so that these can then be communicated to the Minister. If the Minister then decides that these concerns have merit additional studies may be required to clarify issues. What deems if they are meritorious or not could also depend on the political climate.
Additional assessments may very well be a simple update of an exists assessment that can be undertaken using existing information and so amount to 2 months work. If the assessment is significant additional field studies, modelling etc may be required amounting to 6 - 12 months of further assessments.
The outcome and timing of approval processes is often hard to predict so that is why we should never be to optimistic.
