Seems like a real back peddle by the DOE and Petilla might of tripped on his tongue. Cinco drill now could easily be 12mnths away. Permits not even issued yet and they will have 11 mnths from then to drill under the FM and the DOE now hinting that a delay won't be a problem for the JV partners.
