I can't see BHP wanting to walk , it's still a peanuts investment for them., amd no executive will put his hand up and say dont do it becos its not worth the downside if someone else comes along and finds a few billion $ worth of oil and gas.What they're probably trying to do is cut a deal where "we will invest blah blah in social projects upon a commercial discovery...."
Nor would I see the Philipines Govt allowing an outcome that would adversely effect future foreign investment.
Also I wouldn't underestimate the worlds largest mining company chances of getting what they want.
