Its now quite obvious that BHP were looking to get out of SC55 for some time, ever since they cancelled the Transocean rig contract imo.
Perhaps BHP playing hardball on the requested social development expenditure was in the hope of the DOE cancelling the SC, thus no grounds for compensation from OEL.
Hard to believe OEL didn't also realise this was BHP's strategy.
