It's not sensible for a company of OELs means to drill such a well at 100% whether they can fund it or not. Your numbers only cover the dry hole cost on a trouble-free basis. The reality is often markedly different to that, as Panpac recently found drilling the Oi well.
A drilling problem can add 30%, 50% or even more to the cost. It is NOT prudent for OEL to drill deep water wells at 100% WI.
