That appears to be exceedingly daft logic.
I don't think there will be a scaleback either, but certainly not based on that logic, or lack thereof.
Why would you take out the 1 - 10,000 share holders?
Why would you divide the amount raised by the number of shareholders who own more than 10,000 shares?
The maximum you could apply for was $15,000 worth. If you applied for $15,000 worth and you are not allotted $15,000 worth then there has been a scaleback.
