i dont think "care" has anything to do with it
most governments and bureaucracies are infested with nanny state advocates
there is a segment(actually several segments , like religion) of the population that gets their rocks off telling others how they should live life
even suggesting that a product classification shouldn't be a show stopper in getting regulatory approval would make their head spin
