Who knows? My guess is that the report probably contain unfavourable comments on individuals. A prudent MD would keep that sort of thing close to his chest. Release that sort of information and the individuals involved would be hot-footing it to their lawyers.What is clear is that he is not legally obliged to release the report so why should he? (FOI failed)
Maybe he's become a fan of Scott Morrison and wants to run the "operational reasons" argument for his secrecy. If it's good enough for Scotty then it's quite good enough for Mark? Who knows?
