You'd have to wonder who in the world is set up to process a monazite, xenotime and allanite concentrate. Mountain Pass is a mostly Bastnaesite con, the mineral sands are mostly monazite with a little xenotime. Nobody to my knowledge processes allanite.
The extractive metallurgy of rare earths book doesn't mention chemical processing of allanite. Though, given it's mineral chemistry, it may be pretty similar.
