I see no indication that the Government is embarrassed by this and every reason to believe they are complicit. Our idea of them shooting themselves in the foot is irrelevant. They can get everything funded by the Chinese who no doubt admire this style of national control.
The Churchill non resolution also implies that this is far from a negotiating tactic. It is what it is and the company has said quite clearly today that they anticipated this scenario and are ready to move on.
