The boogie bag was also filled with flippers which arent light and some beach items.
The handle was cut so she had to drag it along.
She was probably so excited to be there that feeling the wieght would be the last thing u would be thinking about....wouldnt it?
So what your saying is she is guilty because she didnt seem to recognise the extra weight?

.....carrying bags, boards etc is just plain heavy fullstop.
Deciphering between whats heavy and whats not.....all u want to do is to get through customs asap and to the hotel.
