well I take it partially back.
at some point in the past I must have asked for everything to come by email (as you do) and I missed the fact that they had emailed me a meeting notice with a hyperlink in it saying 'vote here'. ironically, it also has a hyperlink for 'scheme booklet' but guess what ... it doesn't work.
so... I still need it and anyone else who realises this email fell into their inbox will likely still need it too.
