The problem is that, if there's a meltdown, there's enough plutonium in reactor 3, if it vaporizes and enters the atmosphere, to kill 10 billion people. That's why the EU nuclear chief said the only thing to do now is pray, that's how serious it is. In ameltdown scenario, nuclear shelters are looking quite good... cheers
