It's a massive problem for the entire World Scott. Perhaps a major Asian pandemic is the answer. The overpopulation is mainly in the Asian region particularly China and India. The major overconsumption is in the West. I have no solution. Decades ago I used to subscribe to Paul Ehrlich's theory of zero population growth, however, that has been proven incorrect particularly in the Eastern regions. China, Japan and some Western countries have an ageing population, perhaps there will be a natural population reduction but imo more likely by plague or war?
