Possibly if dipoles are involved it could be an entirety neutral force, but it can't be entirely repulsive for the simple reason that it is just as likely to be entirely attractive.
Anyway, as all magnetism involves both North and South poles isn't all phenomenon involving magnetism one of dipoles and there is no special distinction here?
