There's a reason that they use the word "Prime" in Scott Morrison's title everyone. Sorry to burst bubbles here, but approval of PEP11 will now require Scomo to backtrack on what he said as being out of context or some other reason, it's as simple as that. A Minister cannot go against the wishes of his/her "Prime" - or he/she won't be there for very long. Authorities can be as independent as they like to make themselves look but ultimately the Prime Minister is the head of the executive branch of government.
