There used to be decent reporting of the factions that existed within the hierarchy of the LNP, but recently it’s been kept rather secret. However I wouldn’t be surprised if the PEP-11 decision is the topic of factional negotiations between LNP ministers.
Scott Morrison is an appeaser, he is not all powerful, nor loved by all in his party.
The PM position is a game of musical chairs, with everyone in cabinet ready to pull the rug from underneath.
