Part of me says : there is absolutely no way pitt will go against his boss
But then im reminded about what pitt said and i applogise if this quote is 100% accurate : "companies in this country have a right to pursue certain projects , if they do their due diligence and comply with regulations correctly there is a fair expectation that you are approved." meaning they are protected by regulations that have been set out by law , not peoples opinions.

so nsw premier says its not his decision and passes to pitt

pitt now passes and says it will depend on what nopta advise him
so now we wait nopta to give their advice to pitt.
