it is not up to the Prime Ministers 'personal opinion; , it goes through the proper approval channels . The PM is not a scientist he does not have the qualifications to rule whether or not mining / drilling will have an adverse effect on anything . The PM is covering his backside and also still trying to put out spot fires everywhere else at the moment.
