Lets be quite clear what the problem with the P.M. is .It is that he is incapable of doing his job as he was in several previous jobs he left early under a cloud . He is very good with the one liners has a pleasant personality and quick at taking personal oportunities to go up the greasy pole but someone els ehas to put out the trash cans . I have worked with such people and they are a huge problem for those around them .Its not actually their fault .They have their place in this world but not in charge responses to problems are not thought out and are low on detail .Interestingly enough although they are fast to take oportunities for personal advancement they are slow to respond to the unexpected and rely on others to come up with detail. That is why the response to this crisis is piecemeal. There is a plan for pandemics but the decision on which parts to implement and when are in the P.M.s court
