this looks to be a prime example of doing the sums to provide the confirmation from out-sourced services to make the sums fit the idea (thought bubbles yet again).....

I admit I'm probably being cynical, but this looks so very dodgy.

if they were serious they would have taken the modelling of the best science in order to inform the best means of meeting the commitment.... instead it looks like they've taken their preferred plan and bought the modelling to make the numbers support the plan.

This is just the sort of data manipulation used in their economic modelling as well. its not a proof of the veracity of the Plan.
