No amount of hazard reduction burning during winter months would prevent these fires under catastrophic conditions, which is the highest fire danger rating.When a fire is crowning through and above the treetops the ground litter is almost irrelevant. Fuel reduction is a necessary but not but not sufficient strategy and anyone looking to argue otherwise is just looking for a simplistic scapegoat.
