I think you will find the main reason is to "
keep the bastards honest", as much as you can considering they are politicians.
It is pretty pointless having a Senate if they are just "
yes men" (or women, or something else).
Yes, the Senate obstructive swill themselves like the narrative of "keeping the bastards honest". The end result is the same, elected governments prevented from carrying out the platforms they were elected on. And the nation comes to a standstill, with problems growing while we do nothing. Debt springs to mind.
