he cant, doing something would cost him to many of his core votes.
Its a numbers game, both for his leadership in the party and the votes doing something would cost him in the electorate.
Lets face it, there are not many people that will change their vote to the coalition if they do something on climate change, but he will lose a lot to the fringe parties if he does.
Might not cost them a seat in the house, but would hurt them in the senate.
