I assume the push by scomo to 'bring back the stranded diggers' is just a excuse to set up the states to increase dramatically the quarantine processing platforms.
Scomo wants the economic units in the form of international students, 'agri' workers and high net worth individuals from 'safe' countries and he wants many 1000's of them yesterday.
He is just leveraging the 'stranded diggers' concept to get the states to 'scale up', most states haven't got a problem with it.
