I agree with the bulk of what you said
on this part - well ------ you then went on to argue somewhat differently with your 'too hard' comment

I don't think it's because parties or politicians think that there's a chance it won't be liked - mostly
you maybe correct that they fear that large powerful forces might resist madly - but, aside from that
as to 'simple popularity' goes --
I don't think people would arc up because they wouldn't like any particular change -
people just plain and vanilla ----------- FEAR change - and, the bigger the change - the more they FEAR it
Aussies are incredibly fearful - and incredibly conservative
even if magically, the large corporations didn't resist major tax change which hit them hard --
normal Aussies would resist because the change was too great for them
Aussies have a default position if new events happen ----------- they shut down, they lock up, they keep steady steady - they lock the hatches until the change has passed
when it's done - they tentavely come out to survey the damage and try to get things back how they were - returning to 1950 ---------- they don't even want to implement new ideas to stop the next change doing the same damage ------------ they instantly have a denial default --------- putting it out of their minds that it won't happen again
a crystal clear example of this is the Centrelink signup during early Covid lockdowns
a blind man on a galloping horse can see that every Australian needs now to be registered with Centrelink AND should have an updated bank account kept live in Centerlink ready to accept funds in an emergency
that's clear
do we see that our government has affected changes to make this very simple tool be in place??
they have had almost 3 years to do the obvious ------------- do we see the obvious has been done?
no ---------- no action at all - zip, zero, nada
why? -- because we just don't believe that there'll be another emergency -- we deny the clear reality that events and emergencies are with us forever
we don't want to talk about it even -------- interesting way of governing oneself
