how long could appeals take? and can they occur at any time ?cautious approach ? cautious announcements, cautious investment, etc
and something ..either legislation or this balance of powers? is delayed until December.

Its a bit carrot and stick all the way,imo.
Carrots might get the economy going...sticks just keep it stuck.
