No. They are looking at one of the two options, not both. For conservative measure I used the lower production option (15,000 per year) as my example. Of course the lower production also has a lower CAPEX so is profitable more quickly. I'd expect some figures on CAPEX cost in the scoping study as this is important to deduce viability and payback timeframe.
