Or, you could allow the test work to proceed, as is planned, submit the environmental science to the government before a demonstration project is approved. Then, if all that works out OK, the company can proceed with a project, subject to regulatory and scientific review.

Gee that's a great idea. Lets do that and see if the process can actual be developed rather than just shut it down because someone on the other side of the world has decided to shut it down.
