4-5 year civil, site structural, geo etc engineer (not grad not senior). The numbers are right there. You either think that Gov Engineers only do three hours of work a day or you think a consultant only needs to do three hours to do that same full days work (and doesn't scalp the hell out of the project - Hint* they do)
