Its interesting as yes you would believe it should in any circumstances .
Just where you can move and what restrictions are on that passport while having to use it could be interesting for both here and for overseas .
Vaccination or testing maybe become a requirement pretty similar for when entering the country you cant bring a banned item on you etc etc without declarations etc etc .
If the classification of say a disease or something changed in laws .
Anyway seems they are trialing the in and out for vaccinated people to be able home quarantine in South Australia .
We were allowed this when it first happened people didn't do the right by the passport conditions of travel that were made .
Anyway my understanding of the passport is if you leave the country that is the passport you choose under law to abide by and you must return under it also .
Just a point of understanding if you have say more than one of them perhaps ?
The choice is made when you exit .
So if you left under A That country would be responsible for you . If you left under B That country would be responsible .
Think thats was the ruling when that nutcase tennis coach went awol years ago then tried get Australia to assist because he had duel nationality ?
Seems a sensible point of determination imo
Though to the fact you abide under the laws of the country your in when seeking assistance from the country if falling foul the choice is not made after to pick and choose .
You travel under the passport you leave on .
If they decide enlist you for a war say which they can in places .
You made the choice before you left even if you didn't know etc etc
Allegiances they are funny things even the politicians here cant seem get them right when entering parliament .

If you knowingly have covid and pass it on you are breaking the law .
How many returning do know ?
Could be questionable that they are breaking the law before returning for other travelers
