It's anti democratic to hide his self appointment to multiple ministries. The law codifies specific and often wide powers in the hands of ministers. By hiding the powers he'd conferred to himself Morrison was depriving voters of the right to know where power lay in his government and how it was to be exercised. His political schtick was to piously worship an omnipotent higher power. The truth about him as a political operator was that he sought omnipotence for himself while hiding it from the people.
