Convention also has the Administrative Notes on these changes/appointments notified to Parliament and published publicly. A lot of what happens is governed by convention as it was not written down specifically in the Constitution. I feel there has to be one really fantastic reason to break with convention to justify the secrecy, but I cannot think of one.
