Effectively, no offensive actions can be taken by Ukraine via the flooded territory. It shortens the required defensive lines of Russia and allows them to concentrate troops and equipment in smaller areas. That's why, hypothetically, Russia might've blown the dam.
I agree there is a chance it gave way due to being weakened over a period of time and not maintained correctly.
