Yes they have a couple of false runs, but when your hunting for a few billion dollars and throw in the GFC - that takes time.

If they get a deal from HUNAN ,it wont happen overnight.

But what it will do is supply a lifetime of ore to HUNAN at a better price than if they were to go to Rio/BHP.

And if they do pull this deal off, the current market cap is so undervalued it's not funny.
