If the Africans are confident the funding for the infrastructure will be there after Hanlong takes control of SDL, why would they want to go down the path of involving other, more junior miners, who would probably find it even harder than SDL has to stump up their portions of the CAPEX? Why wouldn't the Africans just set up the SPV involving the Chinese and themselves and away they go?

How do you know they haven't westcott? In the end, what ever occurs in Cameroon & Congo needs to be supported by the respective Governments. SDL can't MAKE things happen exactly in the way that will best suit SDL shareholders if that course of action is not supported by the African Governments. SDL can suggest ways forward, but in the end these suggestions need to be agreed upon by the African Governments. Does everyone understand that? SDL can't just watlz into a foreign country and say, 'this is how the whole project is going to be set up because this is what best suits us.' It seems as though for some reason a lot of shareholders believe the company weilds that kind of power.
