You are right about the Cameroon Government share of expenditure.
The amount of the Cameroon Government share would be at least $70 million,plus the $70 million in cash,=$140 million in cash would go the way of Hanlong in a take over.
I believe the Cameroon Government are allowed to pay back the 50% of expenditure by having it taken out of their share of revenue they would receive in selling iron ore.
