No, not re sea as far as I know. It's all new. That's why I reckon they'll adopt the "precautionary principle" i.e. always err on the side of caution.
And I also predict that that the Blue Mud Bay EL's won't be granted. Which in turn, given the equally, if not more profound, cultural and environmental core values of the seascape covered by the granted EL's, is going to make it very difficult for DOR or the NT Govt to progress GR's aspirations in the short to medium term.
