Actually there have been winners and losers economically over the period of Howards reign as there is at any time. I think it would be true to say though that the tendency has been for the rich to get richer while the rest got little over the past ten years.
But be that as it may people expect a lot more from governments than good economic management and while the incumbents can claim economic success they have not delivered on most other things expected of them.
