As stated by this line
"Jan de Nul has proposed a mining and transporting methodology which delivers material pumped to shore storage for Euros 33 per m3 or US$26* per tonne"
The cost of the $26 is simply to get the material (sand) to the shore. From here i believe some type of beneficiation or refinement is necessary.
So to conclude the $26 is accurate, but that is not the complete OPEX cost as other costs will be incurred to get the material to saleable quality
