I spoke to Harley. For what its worth, he says they ditched NAIF idea as not transparent, taking too long. The banks are willing to fund and they were actually relieved that NAIF no longer in the picture as just complicates things. The plan is to basically debt fund stage 1 of stage 1, and then go from there. Note that most of the projects NAIF have agreed to fund (SFX a sore point for me) have actually gone backwards into hibernation. That said, any government injection to just get things over the line would be appreciated. It seems that decisions that normally take years of consultations can now be achieved in days, imagine what the world would be like if we could just maintain that momentum!
