"intense effort being put into Rova" is nothing compared to the time, effort and money put into roame. It doesn't make any business sense to suddenly switch to rova, considering the confidence they had in roame, expected orders, distribution agreements that were in place, production orders, etc... that's of course if you believe the previous Anns

The only answer to that, I can think of is not a pretty one, but I won't speculate - don't wanna get suspended again

So much room for speculation though with IOT... the way they write their Anns is quite subtle... it leaves a lot to intrepretation
