For the purpose of calculating the registration fee, they have assumed 1 unit = 100 shares.

This would also explain why there is 50mil ADS as it would equate to roughly current market cap which makes sense in calculating the registration fee as it would be the maximum that PRR could potentially put on Nasdaq.

Then from what Philbar has said, the registrant being Mellon will need to amend this submission and deem it effective as per this note

"The registrant hereby amends this registration statement on such date or dates as may be necessary to delay its effective date until the registrant shall file a further amendment which specifically states that this Registration Statement shall thereafter become effective in accordance with Section 8(a) of the Securities Act of 1933 or until the Registration Statement shall become effective on such date as the Commission, acting pursuant to said Section 8(a), may determine."

Within that amendment will be the final conditions for how many ADRs to be created, etc along with a yes or nay on the status
