If true it would not be the first time a double agent turned on Western employer and carried out a high profile terrorist attack.

Make sense that if you recruit some one from group A to infiltrate a subset of A and pretend to be their friends and like minded but you only meet them occasionally and are negative about the people they live with, that a significant number would harbour a grudge against their employer.

Also explain why US ignored KGB warnings - as they already new the older brother was associating with terrorists but thought it was as a double agent for them and did not realise he had turned.
