Thanks @x_aSha_x I read that article earlier today. I found it to be an overview of the landscape.

It appears to me that Paypal could, in fact, become a customer of iSignThis, particularly in Europe, as they will also have to comply with the new regulations as of 1 Aug 2015.

Where I referred to Paypal above, I suppose you could also substitute with Visa etc.
