Having been down that road what it actually is is this. "Gather plaintiffs, assess their story, investigate if it has merit and ONLY decide to proceed if we feel we have a water tight case and cant possibly lose". The clause in the contract is this. At any time if a plaintiff decides to go against the advice of the legal counsel then all costs incurred are transferred to the plaintiffs. Please don't be fooled be the "no financial risk" idea. Its a complete fallacy.
