NYT June 29 2011:

"Although Lynas has forecast repeatedly in recent months that it will start feeding ore into kilns by the end of September, engineers here said that it would take nine more months to install electrical wiring. They also said that pipe shipments were far behind schedule because of a six-month delay in ordering."

Lynas was able to partially cover two days later with AELB ruling:

"The schedule impact of meeting the requirements of this report is estimated to result in commissioning being completed by the end of 2011, with full production capacity of Phase 1 of the LAMP achieved by the start of the second half of 2012."

Historical Quarterly reports no longer available on the website but it was either the Sept 11 or Dec 11 Q that they finally came clean on the piping & wiring issues and the NYT report ended up being pretty accurate on those points.
