ERA will need approval from the gov but the gov does not need approval from the TO.
Ultimately the gov has the final say.
The gov overturned native title at Adani.
Native title is not iron clad.
Also you need to understand the concept of land ownership.
No one can own the physical land it as it all belongs to the crown.
You only own the right to use the land, ie freehold, lease hold, mining rights, native title, etc.
